European Commission Grants ELOCLEAR Union Biocide Authorisation

The European Commission has granted ELOCLEAR an EU-wide biocidal product authorisation from 1 October 2026 to 30 September 2036. The in situ generated active-chlorine product is approved for specified professional surface-disinfection uses in product types 2 and 4. Manufacturers, equipment suppliers and users must follow the authorised product characteristics rather than treating the decision as a general active-substance approval.

NRC Proposes Uranium In Situ Recovery Groundwater And Decommissioning Rules

The US Nuclear Regulatory Commission has proposed risk-informed groundwater controls for uranium in situ recovery facilities and more flexible decommissioning timeliness provisions. Comments close on 13 October 2026. Existing duties remain in force. Prospective wellfields, uranium operators, reactor licensees and contractors should assess the detailed monitoring, excursion response, restoration and financial-assurance provisions before responding.

PHMSA Pre-Empts California Reusable Propane Cylinder Mandate

The Pipeline and Hazardous Materials Safety Administration has determined that California's 2028 reusable propane cylinder mandate is pre-empted by federal hazardous materials law. The decision is final agency action, but reconsideration and judicial review remain possible. Cylinder manufacturers, fillers, retailers and sustainability teams should distinguish the invalidated transport-related mandate from other California waste and product-stewardship requirements.

UK Government Plans Revised POPs Restrictions For December 2026

The UK government has confirmed how it intends to restrict five newly listed persistent organic pollutants and tighten existing limits in Great Britain. The final statutory instrument is expected in October and is intended to enter into force in December 2026. China is consulting on a recommended national standard that would replace the 2017 water-withdrawal quota for industrial sulphuric acid. The draft sets route-specific Level 1 and Level 2 quotas, a non-conventional-water coefficient and full metering expectations.
